At a special meeting on February 21, the Indian River Board of Education approved Dr. Jack F. “Jay” Owens as the district’s new assistant superintendent, effective July 1, 2018.

A 1996 graduate of Sussex Central High School, Dr. Owens has been an Indian River School District educator for 18 years. He will fill the assistant superintendent post that was vacated in January 2017 when Mark Steele was promoted to superintendent to replace Dr. Susan Bunting, who was appointed Delaware Secretary of Education.

“I am honored to be selected as the Indian River School District’s assistant superintendent,” Dr. Owens said. “I hope to live up to the standard of the many fine administrators who have held this position in the past. I look forward to working with Superintendent Mark Steele and the district’s staff to provide the best possible educational services to our children. It is my goal to have Indian River remain at the forefront of public education in the State of Delaware.” 

Dr. Owens is currently the district’s Director of Student Services. Prior to holding that position, he was Director of Special Services (2016-2017) and Director of Assessment and Accountability (July 2014 - June 2016). Prior to joining the district office staff, he was principal of Sussex Central High School from January 2011 until June 2014. Between 2006 and 2009, he served stints as an assistant principal at Sussex Central High School, North Georgetown Elementary School and the Howard T. Ennis School.

Dr. Owens began his career in the Indian River School District in 2000 and served six years as a special education and regular education teacher at North Georgetown Elementary School and the Richard Allen School. He was Richard Allen’s Teacher of the Year in 2000-2001 and 2001-2002.

“Jay Owens is a gifted administrator who has served in a variety of capacities in our district during the past 18 years,” Superintendent Mark Steele said. “His background in special education should be especially beneficial to our students. The community is fortunate to have someone of his ability serving as assistant superintendent. Dr. Owens has always had the best interest of our students at heart and I am looking forward to working with him in his new role.” 

Dr. Owens holds a Doctorate of Education from the University of Delaware, a Masters of Education from Wilmington College and a Bachelor of Science degree from Salisbury University.
